The Etihad Credit Bureau’s new Tenant Check service is transforming the UAE rental market by allowing landlords to safely assess prospective tenants' credit scores via UAE PASS. Discover how this consent-driven tool enhances transparency, minimizes default risks, and secures more predictable returns for property investors.
The UAE real estate market has officially entered a new phase of transparency and professionalism. In a major move to strengthen trust and reduce risks in the residential leasing sector, the Al Etihad Credit Bureau (AECB) has launched its highly anticipated Tenant Screening service.
Developed in collaboration with UAE PASS, Digital Dubai, and the Telecommunications and Digital Government Regulatory Authority (TDRA), this new system allows private landlords to request a prospective tenant’s credit score before finalizing a lease agreement.
For property investors, landlords, and tenants alike, this marks a meaningful shift in how rental risk is assessed, managed, and mitigated across the Emirates.
What is the UAE Tenant Screening Service
Historically, landlords in Dubai and the wider UAE have relied heavily on informal checks, salary certificates, bank statements, and the employer's reputation to gauge a tenant's financial reliability. While these documents are still important, they only provide a snapshot of a tenant's current financial position—not their actual history of repaying debts.
The new Tenant Screening system changes this by introducing verified credit data into the rental process.
Here is how the system works:
1: A landlord initiates a credit score request for a prospective tenant through the AECB mobile app or website portal.
2: The tenant instantly receives a notification on their smartphone via UAE PASS (the national digital identity wallet).
3: The tenant reviews the request and chooses to either approve or decline it.
4: If approved: The landlord receives the tenant’s three-digit credit score (ranging from 300 to 900) along with a basic risk summary.
5: If declined: The landlord receives no financial information, ensuring the tenant's complete data privacy.
Crucially, the landlord only sees the finalized score and a risk assessment—they do not get access to the tenant's raw, line-by-line financial history or bank transactions.
How Landlords and Investors Benefit:
From an investment perspective, this is a powerful structural upgrade to the rental ecosystem. Tenant default and bounced cheques are among the highest risks for property investors. By utilizing the Tenant Screening service, landlords can now make data-driven decisions.
- Smarter Approvals for Flexible Payments: Landlords can confidently offer flexible, multi-cheque payment plans (e.g., 6 to 12 cheques) to tenants who present a strong credit score (typically 700+), knowing the risk of default is incredibly low.
- Securing High-Value Assets: For investors leasing luxury villas, premium apartments, or branded residences, the financial exposure is significant. A verified credit check adds a vital layer of security before handing over the keys.
- Reduced Dispute Timelines: By screening out high-risk applicants before a contract is signed and Ejari is registered, landlords drastically reduce the likelihood of entering lengthy and costly rental dispute cycles.
What This Means for Tenants
The introduction of the AECB Tenant Screening service does not mean that tenants with less-than-perfect credit will suddenly be locked out of the market. The system is strictly opt-in, and the AECB has confirmed there is no mandatory minimum score required by law to rent a property.
However, tenants should be aware of a few key shifts in the market:
Your Consent is Required: Nothing leaves the credit bureau without your explicit UAE PASS approval. You are in full control of your data.
Traditional Checks Still Matter: Landlords still place massive weight on a clean 3-month bank statement, a stamped employer letter, and your residency status. A strong employment profile can often offset a mediocre credit score.
A Tool for Negotiation: Tenants with excellent credit scores (746 – 900) can use their rating as leverage to negotiate better rental prices or more flexible cheque structures, as landlords are often willing to incentivize low-risk renters.
The Role of AI in Rental Security
Alongside the Tenant Screening platform, the AECB has also rolled out an AI-powered Cheque Clearance Indicator.
Because post-dated cheques remain a cornerstone of the UAE rental market, this new feature allows landlords to scan a rental cheque using their smartphone. The system's artificial intelligence then evaluates the likelihood of that specific cheque clearing on its due date, based on the issuer's previous financial behavior. Combined with the Tenant Check, landlords now have unprecedented tools to verify rental income security.
A Maturing Real Estate Market
Ultimately, the Tenant Screening initiative cements the UAE’s position as a mature, well-regulated, and investor-friendly global property hub.
As the rental base continues to attract high levels of international investment and expatriate demand, tools that enhance mutual trust and reduce friction are critical. For investors, the message is clear: rental income in the UAE is becoming more predictable, transparent, and professionally managed—further reinforcing the long-term stability of real estate as a premier asset class in the region.
